A Functional Character is a person who does not have a permanent address and has no fixed abode for more than one month.

An Eoc Function can be either-

1) the office of the chief executive, or 2) an Executive Officer. The latter would be the head of a public entity such as government departments, state corporations, local authorities, and universities.

In business terms they are called executive officers because they provide executive (as in managerial) functions or leadership functions to an organization to which they report, but without giving up their personal residence or being employed by that entity. They may be paid on an annual salary basis or fee basis.

A lot of eoc functions are deployed in the private sector. The management of investment funds is an example of the deployment of EOCs. They in turn pay the appropriate taxes to the Revenue Authorities or IRAS.

1. Purpose of Eoc Function:

For the betterment of services, a country needs managers who must be good at decision making and who are not tied to specific locations. 

They are excellent at communicating with people who work with them. They are usually the brains behind most of the developmental projects in a country provided they get government support.

EOCs fill in some obvious gaps that a country has in its managerial set up. For example, they fill the role of chief executives, being an expert and quick decision maker, which could not be fulfilled by having a chief executive everytime there is a crisis or problem in any agency or department. While it is true that some EOCs are poorly trained and under qualified for their positions, many others are well prepared.

2. Duties of an Eoc Function:

Most of the EOCs provide executive leadership to an organization by establishing plans, monitoring budgets and reporting to higher officials or bodies of authority.

In executing their duties, the Eoc functions are not limited politically but conduct the work with complete professionalism. 

They do not question those in authority but execute whatever is given to them. They do not seek attention or get a promotion. But they keep on seeking ways and means on how to improve things that are not right in the organization or agency they work for, which could be quite tiring sometimes.

3. Etiquette of Eoc Functions:

They are respected by their peers and superiors in a workplace. Many times, the public is mistaken for being eoc or not. It does not matter to them and they take pride in being of a great help. They do not require much attention. A person with whom they interact will leave them alone and can be left alone by them too if the need arises. 

They are good at handling problems, which are quite common here because of mismanagement by those who do not have such skills as they do and desire more power instead of directing it towards betterment of management itself. EOCs also like to be as anonymous as possible.

4. Eoc Functions are not Eoc Functions:

There is a group of people who do not qualify for eoc function but rather for Honorary Officers. They contribute in a very positive way to society and the community. 

The government should get them registered as Hon Eoc and it should be implemented from April 2011 onwards.

Many Hon Eocs are the Good Samaritans, a handful of the teachers who have not been paid for months, social workers and community leaders. 

The people who have been left unconsidered and forgotten by everyone till they come and make them visible. They also should not be overlooked by the government.

Eoc functions are governed with strict rules, codes of conduct and ethics such as when to respond to different scenarios, how to communicate with any member of management or government etc. 

5. Ethical Behavior of Eoc Functions:

Eoc functions uphold ethical behavior as much as possible but not always in every situation that presents itself. They like to remain anonymous, even when they criticize their superiors and report them to government agencies like the police, social welfare board etc.

When they are faced with unethical behavior in their organization or the workplace, they do not hesitate to take it upon themselves to correct it by suggesting remedies and training both within the organization and society in general.
